Prime Minister, Mostafa Madbouly and the new cabinet presented their program for the next 3 years to the House of Representatives on Monday, at the Council&rsquo;s headquarters in the Administrative Capital.
During his session, the prime minister said that the new program aims to address issues such as completing&nbsp;the infrastructure and services projects nationwide, managing the repercussions of the global economic conditions,&nbsp;as well as dealing with the difficulties resulting from&nbsp;regional conflicts.
The new program focuses on 4 main pillars, which are, national security, enhancing the overall well-being of the Egyptians,&nbsp;building a competitive economy to attract investments, and political stability and national cohesion.&nbsp;
It's worth mentioning that the new government took the oath last Wednesday before President Abdel Fattah El-Sisi, in the largest-ever cabinet reshuffle in the history of Egypt, with 24 new ministries getting appointed, while 8 ministers of the old cabinet remained.&nbsp;
Here's a full breakdown of the 4 pillars of the government's new program&nbsp;
National security:
- Maintaining border stability and security and bolstering military prowess.
- Improving the Suez Canal and Red Sea security.
- Enhancing efforts to combat counterterrorism, cross-border crimes, and human trafficking.
- Developing Egypt's foreign policy and strengthening its standing in the international, Arab, and African regions.
- Preserving Egypt's access to water, especially its portion of the Nile.
- Increasing the stocks of key crops and expanding the livestock, poultry, and fisheries sectors in order to ensure Egypt's food security.
- Securing and diversifying conventional and renewable energy sources.
- Improving international cybersecurity collaboration.&nbsp;
Enhancing the well-being of the Egyptians:
- Offering social safety programs to improve Egyptian households' living standards.
- Safeguarding and enabling irregular workers, with a focus on expanding the protective net to encompass the elderly and disabled.
- Achieving the health sector's strategic goals, which include extending the reach of the country's comprehensive health insurance program.
- Enhancing the quality of educational institutions and upskilling teachers to raise the standard of the educational system.
- Establishing new schools in densely populated and remote areas.
- 62 technical and technological schools will be established in collaboration with the private sector, with a greater emphasis on technical education.
- Establishing 100 new Japanese-style schools.&nbsp;
- Constructing additional tech-focused universities.
- Expanding employment prospects and bringing down the unemployment rate, which in the first quarter of 2024 dropped to 6.7%.
- Constructing more fourth-generation, environmentally friendly cities.

Building a competitive economy to attract investments:
- Attaining an average growth rate of 4.2 percent and growth rates higher than 5 percent over the course of the three-year program.
- Enhancing the presence of the private sector to offer additional job opportunities.
- Adopting macroeconomic measures to support the economic reform process, such as strengthening financial sustainability, guaranteeing budgetary restraint, and raising public revenue by roughly 16 percent yearly on average until 2026&ndash;2027.
- Improving financial transparency, cutting the nation's overall debt, and rationalizing governmental spending.
- Increasing the share of public investments in the green economy to roughly 55% by 2026.
- Turning Egypt into a global hub for green hydrogen production by 2030.
-&nbsp;increasing the yearly growth rate of foreign direct investments to roughly 14 percent by 2030 and increasing private investments to 60&ndash;65 percent of overall investments.&nbsp;
-&nbsp;Link tax exemptions and incentives for foreign and domestic direct investment to the targeted industries and activities.
- Determining 152 specific investment opportunities to localize the industry.
- Introducing a thorough investment map that shows every opportunity for bankable investment.
-&nbsp;Seeking to boost petroleum and goods exports as well as service exports by more than 15% every year.&nbsp;
- Attracting 30 million tourists by 2028.
- Transforming Egypt into a global center for logistics and trade.&nbsp;
Political stability and national cohesion:&nbsp;
- Enhancing political participation and governance.
-&nbsp;Encourage decentralization and empower local communities.&nbsp;
-&nbsp;Accelerating the adoption of the legislation allowing local governments to hold elections.&nbsp;
-&nbsp;Establishing participatory planning committees as a means of including the public in the administration of facilities and projects.&nbsp;
-&nbsp;Encouraging widespread participation in the decision-making process by establishing efficient channels of communication and bolstering political contact with all facets of Egyptian society.&nbsp;
-&nbsp;Assisting the National Dialogue Board of Trustees, unions, political parties, women, youth, and marginalized groups.
- Promoting human rights and prioritizing the groups that most need assistance, particularly the elderly.
